Ip 1.4 , nn 1ai..., RI hit iII:V <br />I i ' 1 1 I I I II; I al!ln <br />Y trIII II Ii'y 19, 1 v!U <br />Page Two - • <br />• <br />The Commission has proceeded with the design of the interceptor along <br />a specific route and the present status of the Little Canada - Shoreview <br />Interceptor is that Step I (preparation of the Facility Planning Report) <br />has been accomplished, the Environmental Assessment has been completed <br />and recently distributed to affected communities and interested parties <br />for their information and detail design (preparation of plans and <br />specifications) is approximately 90% complete. Essentially, all of <br />the easements and permits have been obtained. <br />The Metropolitan Reorganization Act became effective on January 1, 1975 <br />and required that the Metropolitan Council prepare a Waste Management <br />Policy Plan which would set forth the projects to be contained in the <br />Commission's Development Program and future capital budgets. The <br />Little Canada - Shoreview Interceptor is included in the Metropolitan <br />Development Program to fulfill the requirements of the policy plan <br />and allow the Metropolitan Council to approve the interceptor as a <br />project in future capital budgets. Under normal procedures, the <br />Commission expects to have funds available for the construction of <br />the interceptor in the 1977 Capital Budget. However, because the <br />concerns of Shoreview and Little Canada which were expressed at the <br />February 4, 1976 public hearing on the Development Program and <br />concerns expressed in recent meetings, the Commission has requested <br />the Metropolitan Council to amend the Commission's 1976 Capital <br />Budget and provide $3,000,000 of metropolitan funds to allow <br />construction to be initiated in 1976. <br />We respectfully appreciate your concern for the commitment for the <br />construction of the interceptor.
