Briefly, each local <br />municipality's share is determined as a function of its 1970 Federal population <br />census, the average of its last three year's -mill rates, and the sales ratio. <br />This means that municipalities with rapidly increasing populations are not rec- <br />eiving their fair share and that municipalities with declining populations are <br />receiving, in affect, more than their fair share of the total funds available. <br />The Association of Metropolitan Municipalities, Municipal° Revenues Committee last <br />fall adopted a policy wherein the legislature was urged to make amendments to <br />the effective population date, including allowing a special Federal census under' <br />circumstances. The Committee's recommendation, when presented to the entire <br />AMM membership in early January received 26 favorable votes and 17 no votes. <br />Even though it received a majority of the votes, it did not become P.MM's policy <br />because a 2/3 favorable vote is required for a position to become adopted policy. <br />The no votes were cast as follows: <br />Minneapolis -. 8 <br />St. Paul - 5 <br />Bloomington - 2 <br />Columbia Heights - 1 <br />Richfield - 1 <br />All other suburban communities represented-at-the. January meeting voted in <br />of.the proposed change. <br />At this time, a bill has been introduced in the Minnesota Legislature (4F2143) <br />which, if enacted into law, would allow any municipality to conduct, at-its expense, <br />a special Federal census. Under the proposed bill, a municipality who conducts aH. <br />special Federal census is entitled to have that result used by the State of Minn- <br />esota in determining the amount of its local government aid to be received in the <br />next subsequent and future years through 1980..
