OFFICE OF STATE AID MEMORANDUM NO. 76 -1 <br />(Con't.) <br />January 19, 1976 <br />Municipal Engineers <br />Page 2 <br />The Committee realized that there are extenuating circumstances and <br />there will be times when it is unavoidable to build up a balance. <br />However in these days when more and more is being demanded from gov- <br />ernment at less cost, the Screening Committee feels it advisable to <br />document those extenuating circumstances. Therefore, a motion was <br />passed by the Screening Committee that when any City's unencumbered <br />construction fund balance exceeds two years total apportionment they <br />explain why in writing. This actually gives you about four years of <br />no expenditures before an explanation is in order. <br />The subject is also discussed on page 65 of the 1975 Municipal State <br />Aid Needs Report and in the minutes of the October 16 - 17, 1975 <br />Screening Committee Meeting. <br />David 0.
