WHAT THE COUNCIL CAN DO <br />1. It can give assistance to localities and school <br />districts, upon request. It can advise and inform <br />localities and school districts about metropolitan <br />plans. <br />2. It can attempt to promote intergovernmental cooperation <br />and communication. <br />3. It can make grants and interest-free loans to <br />localities and school districts. <br />4. It can review and comment on local plans and school <br />district capital improvement programs submitted to <br />it for review, and can require that plans and <br />programs submitted for review be pr:[:pal'ed in <br />accordance with the law. <br />5. It can require that plans and capital improvement <br />programs be adopted. It can require that plans and <br />programs submitted for review be modified, but only <br />to the extent necessary to avoid substantial damage <br />to the four named metropolitan facility systems. <br />It can go into court to enforce only these provisions, <br />and then only after a public hearing. <br />
