WHAT THE COUNCIL CANNOT DO <br />1. It cannot plan or adopt plans for local governments. <br />It cannot plan or adopt capital improvement programs <br />for school districts. It cannot even dictate what <br />factors are to be considered by localities or school <br />districts in their planning. These are local matters. <br />2. It cannot make amendments to local plans or school <br />district capital improvement programs. It cannot <br />decide which amendments to local plans or programs <br />are of such magnitude or character as to call for <br />Council review. These are decisions for local <br />governments and school districts to make according <br />to the standards set down by the Legislature. <br />3. It cannot adopt or enforce land use controls or <br />implementation programs or take any other action for <br />local governments or school districts. It cannot <br />require that implementation actions be consistent <br />with local plans. It cannot even review implementation <br />actions, which are matters for localities and school <br />districts to decide according to the standards set <br />down by the Legislature. <br />4. It cannot require localities to plan or school <br />districts to program capital improvements in any <br />greater detail than is necessary to protect four <br />specific metropolitan physical facility systems: <br />airports, sewers, regional recreation open space, and <br />transportation. <br />5. It cannot require that local plans or school district <br />programs conform to the development framework. The <br />development framework is not even mentioned in the <br />bill. <br />6. It cannot require that local plans or school district <br />programs conform to any metropolitan plans other than <br />the four facilities plans, and then only to the extent <br />necessary to avoid substantial damage to those four <br />plans. <br />7. It cannot review or comment on or in any way influence <br />educational programs. It cannot require any more of <br />a school district than a capital facilities program <br />for new sites, buildings, or additions over $200,000 <br />which does not do violence to the four metropolitan <br />facilities plans. <br />8. It cannot require that plans or programs of the <br />various localities and school districts be consistent <br />with each other. It cannot enter into intergovernmental <br />planning disputes except to mediate on a voluntary <br />basis. <br />
