MINUTES <br />CITY COUNCIL <br />MARCH 27, 2013 <br />right -of -way versus 50 feet had the City simply vacated the entire <br />easement. 'This concept also allows the Pinetree Pond plat to move <br />forward with minor modifications. <br />Dave Brausen appeared before the Council and indicated that he had <br />comments to make in response to the City Administrator's report. With <br />regard to the first Brausen option (the bulb plan), Brausen took issue with <br />the reference that this plan had a "non- standard appearance" and indicated <br />that at ground level this would not be the case. Brausen also noted the <br />comment in the report that Masterpiece Homes was unwilling to pursue <br />this option, and reported that Gordie Howe called him to discuss <br />purchasing the Brausen property (4 lots at $100,000 per lot). Brausen <br />reported that a week later he and his brother Steve Brausen met with <br />Howe at which time Howe indicated that he did not like this option and <br />would not pursue it. Brausen questioned why Howe made the initial call. <br />He noted the Administrator's comment that this option is "off the table ", <br />but pointed out that page 30 of the Administrator's report includes <br />comments from the City Attorney's office that "The City can determine <br />where to construct roads or other improvements within the City." <br />Dave Brausen then reviewed Brausen option #2 (the H plan), noting that <br />this option was developed after the Pinetree Pond preliminary plat <br />approval. Brausen felt that this option was the best of all options, noting <br />that it incorporates development of the back of some large lots fronting on <br />LaBore Road and provides for many more lots. Brausen noted the <br />Administrator's report says "this option would not be pursued given it <br />further complicates the development of this area and the proposed lots do <br />not warrant $500,000 homes." Brausen did not feel this option <br />complicated the development of the area, but rather took into <br />consideration other property owners who should be involved. He also <br />questioned City staff deciding that the option would not be pursued and <br />asked if that was not a City Council decision. Brausen also stated that he <br />did not know whether or not the lots would warrant $500,000 homes. <br />Brausen pointed out the value of the homes in the Gervais Woods <br />development noting that that development is in a different setting than the <br />Pinetree Pond development. Brausen felt the setting would dictate the <br />value of the homes that are constructed, not the lot size. <br />Laurie Brausen, 2924 LaBore Road, indicated that with the H plan <br />submitted, the suggestion is road structure and not necessarily lot size. <br />Brausen indicated that the lot sizes could be larger. She also indicated on <br />both her behalf and that of her neighbor, Steve Christianson, that they <br />supported the H plan as it have them the opportunity to develop the back <br />of their LaBore Road lots.
