MINUTES <br />CITY COUNCIL <br />MARCH 27, 2013 <br />out that under the bulb plan the Brausen property can be developed and <br />Acosta and Boog can develop work together when they are ready to <br />develop. <br />There was discussion about how infrastructure improvements would be <br />made. The City Administrator stated that given the City's role, it is being <br />proposed that the Pinetree Pond infrastructure improvements be <br />constructed as a public improvement with costs assessed back to the <br />property. The Administrator noted that the City has not done an <br />improvement of this nature since the early 1990's and typically the <br />developer is responsible for constructing infrastructure improvements. <br />The Administrator suggested that a public improvement could be an <br />option for development of the Acosta /Boog /Brausen property as well, but <br />that would require Council approval. <br />Pam Brausen stated that she was trying to understand the partnership <br />between the City and Gordie Howe. Brausen stated that it was her opinion <br />that without this partnership, the City would review a plat proposal and <br />give more consideration to its impact on surrounding properties. Brausen <br />stated that the City has an investment in the Pinetree Pond plat. She also <br />stated that it was her understanding that the infrastructure improvements <br />needed for Pinetree Pond would be in the $1.7 million range. Brausen <br />compared Pinetree Pond with the Preserve Trail development. Brausen <br />indicated that of the 14 lots in Preserve Trail, only 5 have been developed. <br />It was projected that Preserve Trail would be developed with $500,000 <br />homes as well. Brausen questioned that Pinetree Pond would develop <br />with $500,000 homes given the area as well as the necessary association <br />fees. Brausen felt that the Council should give consideration to the entire <br />area in considering the vacation of the road easement. <br />The City Engineer reported that the $1.7 million in infrastructure <br />improvements being considered by the City for 2013 includes the Spruce <br />Street improvement as well as Pinetree Pond improvements. <br />The City Administrator reviewed the history of The Preserve plat which <br />was constructed prior to the housing market downturn. <br />Montour noted the Gervais Woods development just across LaBore Road <br />from proposed Pinetree Pond and the fact that this area developed with <br />over $500,000 homes. Pam Brausen felt that Gervais Woods developed in <br />an area more conducive to higher value homes. Laurie Brausen agreed, <br />noting that Gervais Woods is in a wooded setting, while Pinetree Ponds is <br />being proposed in the middle of an existing neighborhood. <br />17 <br />
