MINUTES CITY COUNCIL MARCH 27, 2013 The City Planner reviewed his March 8, 2013 report noting that Jeff Young has applied for a master sign plan for 401 -407 South Owasso Blvd. on behalf of the property owner. Young is a prospective tenant in the building and there is one existing tenant, each will occupy about half of the building. The Planner noted that master sign plans are required for multi- tenant buildings. He further indicated that in reviewing the CUP application for the master sign plan, the Planning Commission recommended approval subject to the applicant clarifying that signs that would be considered as part of the plan at this time. The Planner reported that the applicant also indicated the possibility of a freestanding sign on the property, and the Commission indicated that this sign should also be included as part of the master sign plan. The Planner reviewed the updated master sign plan, noting that it includes one sign on the north wall, one on the east wall, two on the south wall, and one freestanding sign. The revised plan has been reviewed by the Code Enforcement Officer and it meets Code. Staff is recommending approval of the revised master sign plan as submitted subject to the appropriate building permits for sign installation. Montour asked Young how much of the building he would occupy. Young replied that he will occupy half of the building, with the NCS business occupying the other half. Young reported that the signage proposed would not be illuminated. Montour asked about the freestanding sign. Young reported that there are no plans to install the pylon sign at this time, but it may be added in the future. Montour asked if an awning was considered a sign. The Planner replied that it was if there is signage on the awning. There was no one present from the general public wishing to comment on this matter. Upon motion by Keis, seconded by Boss, the public hearing was closed. McGraw introduced the following resolution and moved its adoption: RESOLUTION NO. 2013 -3 -44 — APPROVING A CONDITIONAL USE PERMIT FOR A MASTER SIGN PLAN FOR 401 -407 SOUTH OWASSO BLVD. AS REQUESTED AND REVISED BY JEFF YOUNG, SUBJECT TO COMPLIANCE WITH THE RECOMMENDATIONS OF THE CITY PLANNER AS OUTLINED IN HIS REPORT DATED MARCH 8, 2013, SUBJECT TO COMPLIANCE WITH THE RECOMMENDATIONS OF THE CODE ENFORCEMENT OFFICER AS OUTLINED IN HER REPORT 2
