MINUTES <br />CITY COUNCIL <br />MARCH 27, 2013 <br />IMP. NO. 2013 -01— SPRUCE STREET <br />IMP. NO. 2013 -08 — PINETREE POND <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />WARMING The City Administrator reviewed the Park & Recreation Director's <br />HOUSE March 22, 2013 report recommending that RVK Architects be hired to <br />PROJECT draft plans for replacement of the Old Fire Barns warming house as well <br />as manage the construction of the project. The Administrator indicated <br />that this project is part of the 2013 Capital Improvement Plan and has a <br />total estimated cost of $150,000. The Administrator noted that RVK <br />Architects has managed other City projects in the past, including the <br />Spooner Park shelter project and the History Center project. <br />The Council expressed concern that there is only one quote for <br />consideration, and it was their consensus that additional quotes should be <br />obtained for this work and submitted to them for review. <br />McGraw asked if it will be necessary to acquire additional property from <br />St. John's Church. The City Administrator reported that by making a <br />slight adjustment in the proposed location of the new warming house, it <br />will not be necessary to acquire any property from the Church. He <br />indicated, however, that it may be necessary to obtain a Rider from St. <br />Paul Regional Water Services for the new location. The warming house <br />will be on the City's property, however, the Water Department has an <br />easement over that property. <br />CALL The City Clerk reported that for the past seven years, the City has tied <br />PUBLIC increases in various liquor license fees to the increase in the gross levy. <br />HEARING TO She noted that given there was no gross levy increase in 2012, liquor <br />CONSIDER license fees were not increased. The 2013 gross levy increase is 1.97 %, <br />LIQUOR and the Clerk indicated that if the Council desires to continue past <br />LICENSE practice, a public hearing should be called for May 8th to consider an <br />FEE increase in the On -Sale Liquor License fee and the On -Sale Wine License. <br />INCREASE The Clerk reported that the On -Sale Sunday and Off -Sale Liquor License <br />fees are regulated by State Law. Staff is recommending that the 2 a.m. <br />Liquor License fee and 3.2 Intoxicating Malt Liquor License fees remain <br />at the 2012 levels. <br />Montour introduced the following resolution and moved its adoption: <br />23 <br />
