MINUTES <br />CITY COUNCIL <br />MARCH 27, 2013 <br />CALL <br />FOR <br />ACTION <br />PLAN <br />WORKSHOP <br />APPROVE <br />PLANS & <br />SPECS AND <br />AUTHORIZE <br />ADVERTISE- <br />MENT <br />FOR BIDS <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -3 -50 — CALLING A WORKSHOP MEETING <br />FOR WEDNESDAY, APRIL 24, 2013 AT 6:00 P.M. TO REVIEW <br />PROPOSED ACTION PLANS FOR 2013 GOALS <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />The City Engineer requested that the Council approve the plans and <br />specifications and authorize the advertisement for bids for the 2013 Spruce <br />Street improvement as well as Pinetree Pond infrastructure improvements. <br />The Engineer noted that the Final Plat for Pinetree Pond has not been <br />approved, but the project has been designed based on some assumptions of <br />approval. The Engineer indicated that he would like to get these projects <br />out to the market for bid as soon as possible in an attempt to obtain the <br />most favorable bids possible. He noted that once a bid solicitation is <br />advertised, there is a 21 day period in which contractors have to submit <br />their bids. The Engineer indicated that if project plans need to be revised, <br />a bid solicitation addendum can be issued. <br />Keis asked if the two projects would be bid separately. The City Engineer <br />indicated that the intention would be to bid the projects as one in order to <br />gain some economy of scale. However, it may be possible to delete a <br />portion of the project, if necessary. <br />The City Administrator noted that it is proposed that bids be opened at the <br />second meeting in April. This is the same meeting that the Council will <br />likely consider the Pinetree Pond Final Plat. The Administrator agreed <br />that, if necessary, the project scope could be amended or the bids rejected <br />in their entirety and the bidding process started over. <br />Montour asked about the Little Canada Road project. The City Engineer <br />indicated that the County is still finalizing project plans and details, and <br />the City will approve plans and specs and authorize advertisement for bids <br />when the County has completed their work. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -3 -51— APPROVING PLANS AND <br />SPECIFICATIONS AND ORDERING THE ADVERTISEMENT FOR <br />BIDS FOR THE FOLLOWING PROJECTS: <br />22 <br />
