MINUTES <br />CITY COUNCIL <br />APRIL 10, 2013 <br />makes a big impact. Blesener suggested that the footprint of the proposed <br />garage could be decreased and the living space above bumped out. <br />Montour stated that he did not support a text amendment at this time. <br />Montour pointed out that the Variance request was tabled for <br />consideration by the Council at its April 24'h meeting. Keis indicated that <br />the 1,500 square foot maximum has served the City well and he did not <br />support a Text Amendment or the Variance request. Blesener noted that <br />the consensus was against a Text Amendment, and pointed out that the <br />Council will act on the Variance request on April 241x'. <br />Jaede indicated that he has informed his architect to change the building <br />plans to take off 6 inches from the back and front of the garage, thus <br />bringing the square footage in compliance with the Code. <br />NADEAU Linda Fahey, Parks & Recreation Commission, appeared before the <br />PARK PLAY requesting approval of the upgrade of the Nadeau Park play structure <br />STRUCTURE as proposed by Flagship Recreation for Landscape Structure equipment <br />and as recommended by the Commission. The bid amount from Flagship <br />Recreation is $52,430. <br />Fahey reviewed the process that the Commission followed which began <br />with tours of parks within the St. Paul metro area. Based on the play <br />structures in other parks and after discussions by the Commission, <br />diagrams were submitted by Flagship Recreation and Flanagan Sales for <br />the Commission's review. The Commission then held a neighborhood <br />meeting at which the diagrams were reviewed, and based on the input <br />received from the neighborhood, revised proposals were submitted to the <br />Commission. The Commission then selected the diagram and proposal <br />submitted by Flagship Recreation feeling that it incorporated more of the <br />input received from the neighborhood. <br />Blesener asked if benches would be added adjacent to the play structure. <br />Fahey reported that there are two existing benches that would remain. <br />Blesener asked about the base used in the structure. Fahey reported that a <br />wood fiber material would be used that is handicapped accessible. There <br />will also be a sand are for diggers. Montour asked what the shade <br />structures are made of Fahey replied that they are a poly woven fabric <br />that can be left up year round. The manufacture indicated that the shade <br />structures should last about 12 years before they start to sag. <br />Fahey noted that in addition to the play structure proposed addressing <br />issues raised by the neighborhood, the Commission felt that the structure <br />was unique from others in the City.
