MINUTES <br />PLANNING COMMISSION <br />APRIL 11, 2013 <br />Duray indicated that this is a difficult issue for all parties involved. He <br />reported that both the Commission and Council has heard a lot of <br />testimony over the past couple of months from both sides of the issue. <br />Duray stated that it was unfortunate that a compromise could not have <br />been worked out. He thanked Dave Brausen for his work. Duray also <br />pointed out that the issue before the Commission this evening is the <br />Pinetree Pond Final Plat. <br />Knudsen stated that the basis for the Commission's evaluation of the Final <br />Plat is whether it is consistent with the conditional approval granted to the <br />Preliminary Plat. Knudsen stated that he was prepared to recommend <br />approval <br />Fischer recommended approval of the Pinetree Ponds Final Plat consisting <br />of fifteen single - family lots subject to compliance with the <br />recommendations of the City Planner, City Engineer, the Subdivision <br />Code, and the developer entering into a Development Agreement with the <br />City. <br />Motion seconded by Schwalbach. <br />Motion carried 6 — 0 — 1. Maleitzke abstained. <br />COMPRE- The City Planner reviewed his report dated April 5, 2013 noting that the <br />HENSIVE current ordinance requires the processing of a Conditional Use Permit <br />SIGN PLAN when a multi- tenant building seeks to display more than just a few signs <br />on a property. The Planner noted that the review is often straightforward <br />and based on whether the plan meets Code requirements for size, location, <br />and design. The Planner indicated that City staff is suggesting that <br />applications for these comprehensive sign plans be reviewed and approved <br />administratively rather than require a CUP process. If a sign plan is <br />outside the Code requirements, then a Variance process would be used. <br />The consensus of the Council was that the City Planner should proceed to <br />prepare an ordinance amendment incorporating this change. 'l'he Planner <br />indicated that he would present a proposed ordinance to the Commission <br />at its next meeting. <br />Fischer asked about sign maintenance standards. The City Planner <br />reported that sign maintenance would be a code enforcement action. <br />DEFINITION The City Planner reviewed his report dated April 5, 2013 relative to the <br />OF FAMILY Zoning Code definition of family for the purposes of limiting the number <br />and relationships of persons who may occupy a dwelling unit.
