MINUTES <br />PLANNING COMMISSION <br />APRIL 11, 2013 <br />development of their property will take a while given the position of <br />Acosta and Boog, the City offered to purchase the Brausen property and <br />also suggested options to purchase for the Acosta and Boog properties. <br />However, a mutually agreeable price with the Brausen's could not be <br />arrived at. <br />The Administrator pointed out that prior to the Pinetree Ponds plat, the <br />development of the Brausen property was dependent on the cooperation of <br />other property owners. The Pinetree Ponds plat does not change that <br />situation. The Administrator stated that the City had hoped to find a <br />win /win situation, but that has not been possible. The Administrator noted <br />that the initial proposal was to vacate the entire 33 -foot easement which <br />would accrue to the 2966 Arcade Street property. The City has requested <br />that as part of the Pinetree Ponds Final Plat that a 25 -foot wide segment of <br />that vacated road easement be dedicated to the City to provide an offset <br />for road right -of -way dedication needed when the northeast property <br />develops. <br />Maleitzke stated that she understands both sides of this issue. She noted, <br />however, that her property abuts this area, and indicated that she will <br />abstain from voting in the Final Plat. <br />Pam Brausen noted that action on the Final Plat as proposed impacts her <br />family well into the future. She noted that the City has a role in this <br />development, and that her family is fighting a City issue because of this <br />role. Brausen asked about the Planning Commission's actions at its last <br />meeting related to Tax Increment Financing for Pinetree Ponds. The City <br />Planner replied that the Planning Commission made a determination that <br />the Pinetree Pond development as proposed is consistent with the land use <br />plan for the area, that is single - family development. He indicated that the <br />Planning Commission does not consider the details of the Tax Increment <br />Plan itself'. The City Administrator reported that at last night's meeting, <br />the City Council voted to expand the TIF Development District to include <br />the two LaBore Road properties that were acquired and are incorporated in <br />the Pinetree Ponds Final Plat. The Council also acted to expand the <br />Development District boundary area where TIF dollars can be spent to <br />include the Acosta/Boog /Brausen properties. Pam Brausen asked about <br />TIP dollar assistance for the Pinetree Ponds development. The City <br />Administrator reported that the Pinetree Ponds Development Agreement <br />has not yet been drafted. That document will spell out the specific details <br />of TIF assistance. The draft agreement will be ready for Council review at <br />its second meeting in April or first meeting in May. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />-9- <br />
