MINUTES <br />PLANNING COMMISSION <br />APRIL 11, 2013 <br />The City Planner reported that the proposed Pinetree Ponds Final Plat <br />includes compliance with recommendations made by staff as well as the <br />Planning Commission. One of those conditions was the vacation of an <br />existing 33 -foot road easement, and the Planner indicated the Council <br />acted to vacate that easement at their meeting last evening. The Planner <br />noted that the Pinetree Ponds Final Plat incorporates the vacation of the <br />road easement. The plat also proposes several outlots, one of which would <br />create a 25 -foot strip that would be deeded to the City and held in <br />exchange for land for a 50 -foot road easement at the time the northeast <br />properties develop. The Planner reported that the Council chose to vacate <br />the 33 -foot road easement rather than allow the northeast properties to <br />develop via access from that easement as that would result in double <br />frontage lots in Pinetree Ponds. <br />The City Planner stated that the Commission's task this evening is to <br />determine whether the Final Plat is consistent with the conditional <br />Preliminary Plat approval for Pinetree Ponds. The Planner noted that staff <br />believes it to be consistent and is recommending Final Plat approval. <br />Gordie Howe, Masterpiece Homes, described the Pinetree Ponds Final <br />Plat and the proposed Outlots in detail. Howe noted that the revisions in <br />the Final Plat from what was proposed in the preliminary Plat relate <br />primarily to the vacation of the road easements. Duray asked if Outlot C <br />would go to the northeast property owners to be incorporated into a future <br />development of this property. Howe indicated that Outlot C would be <br />dedicated to the City and the City will then decide what will happen with <br />that property. The City Planner stated that it is the City's intent that <br />Outlot C would be available to be conveyed to the northeast property <br />owners as an offset for the 50 feet of road easement that will have to be <br />dedicated to bring development access into these properties. Duray asked <br />if Outlot C would be conveyed to the northeast property owners at no <br />charge. The City Planner stated that he was not sure whether there would <br />be a charge. <br />Knudsen again noted that the Commission's task this evening is to <br />determine whether or not the Pinetree Ponds Final Plat conforms to the <br />conditional approval of the Preliminary Plat. <br />Steve Brausen asked about elevations. The City Planner indicated that <br />review of grading plans and topography plans are not a part of Final Plat <br />approval. The City Engineer gave Brausen a copy of these plans. <br />Dave Brausen reported that he was not present when the Commission <br />acted upon the Preliminary Plat. However, reported that he watched the <br />meeting and knows the discussion that occurred. Brausen felt that at the <br />-5- <br />
