MINUTES
PLANNING COMMISSION
APRIL 11, 2013
agreeable to a cooperative development in order for the ghost plat to
proceed.
Dave Brausen then reviewed the bulb plan which he developed. Knudsen
stated that the Commission's task this evening is not to review alternate
development plans for this area. Brausen stated that he was trying to show
that there are potential opportunities that relieve hardship and causes no
problems for any property owners involved. Brausen stated that he
realizes that Gordie Howe does not like some of the alternative plans, and
noted that he redrew some of the initial alternatives and came up with the
bulb plan which results in an extra lot for Gordie Howe. Brausen stated
that his family is ready to proceed with the development of their property
under the bulb plan right now.
Dave Brausen reviewed the bulb plan in detail, showing that three of the
proposed lots are entirely on the Brausen property. Under this plan Acosta
and Boog would not be required to develop until they are ready to do so.
Brausen showed on either of these property owners (Acosta and Boog)
had the option to develop one lot without the cooperation of the other.
Brausen again stated that his family is ready to proceed under the bulb
plan now and would be willing to absorb the cost of the cul -de -sac. He
indicated that rather than the 15 lots proposed in the Pinetree Pond Final
Plat, the City would end up with 19 lots. Brausen asked how this bulb
plan can be so devastating when it resolves so many problems.
Dave Brausen questioned the City's position that it cannot tell Gordie
Howe how to develop his land. Brausen stated that he researched this
issue and has found that it is the City's right to direct road placement.
Brausen indicated that the City owns 50% of the cul -de -sac area proposed
in the Pinetree Pond Final Plat and pointed out that this is the area that
would be changed under the bulb plan. Brausen stated that the bulb plan
is better for the City and the three property owners to the northeast. He
noted that it has not been possible to reach a compromise with Gordie
Howe. Brausen questioned whether any other developer in the City would
be given that much liberty.
Dave Brausen then reviewed both his "easement" plan and "II" plan.
Brausen stated that the City has said these plans are off-the-table because
they further complicate the development of the area. Brausen stated that
he would like an explanation as to why the bulb plan is so wrong. He
indicated that it resolves a number of issues and results in additional tax
revenue for the City. Brausen did not feel that it should be dismissed
because Gordie Howe doesn't like it.
Duray asked how many lots would come from the northeast properties
under the bulb plan. Brausen indicated the potential for 6 lots and
-7-
