MINUTES <br />PLANNING COMMISSION <br />APRIL 11, 2013 <br />possibly 7 if the back portion of one of the Westwind properties were <br />included. He also noted that Gordie Howe would end up with one <br />additional lot. Brausen noted that the "H" plan would result in a total of <br />about 28 lots. Brausen again stated that he did not know why the bulb <br />plan was not being given due consideration. <br />Laurie Brausen stated that she would like to hear from Gordie Howe as to <br />why he prefers not to do the bulb plan. Brausen stated that she heard it <br />was because of marketability of his development and asked if that was <br />based on marketing research. Gordie Howe stated that he did not have an <br />answer to that question. <br />Pam Brausen questioned whether Gordie Howe would be willing to give <br />up Lots. She did not think so and stated that the Brausen's do not want to <br />give up the development potential of their property. Brausen stated that <br />with the vacation of the road easement, there is not opportunity for their <br />family to develop their property without the cooperation of other people. <br />Pam Brausen stated that she would like Howe to state whether or not he <br />told Dave Brausen that he was willing to buy the Brausen property for <br />$100,000 per lot as lots are sold. Howe stated that he will not answer <br />these questions, pointing out that this is not what the meeting is about. <br />Pam Brausen stated that two weeks ago Gordie Howe indicated that he <br />was O.K. with the bulb plan and would purchase the Brausen lots for <br />$100,000 per lots as they are sold. <br />The City Administrator indicated that if the Commission recommends <br />approval of the Final Plat and it is then approved by the Council, the <br />approval will be subject to execution of a Development Agreement <br />governing the overall project. <br />Maleitzke asked if the Development Agreement would cover the ghost <br />plat. The City Administrator stated that it would not and pointed out that <br />the ghost plat is only a concept for how the northeast property could <br />develop. The Administrator indicated that the developer was asked to <br />submit a concept for how the northeast in response to the Subdivision <br />Ordinance clause which suggests that this type of consideration be made. <br />The City Administrator pointed out that the challenge for the Brausen's in <br />developing their property is that Acosta and Boog are not ready to develop <br />at this time. The Administrator acknowledged the work that Dave <br />Brausen did in drafting development options. He also noted that the fact <br />that Gordie Howe felt the marketability of his property was negatively <br />impacted under the various Brausen proposals mentioned a number of <br />weeks ago.
