MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 2006 <br />Keis asked abouC putting in a City street at a reduced width, similar Co <br />Savage Lane and Viking Drive in the Gilanderi area. <br />Dick Boss indicated that his son would like to build a house on Che <br />proposed lot. He indicated there are utilities available to serve the lot <br />given the watermain loops through Boss Road and sanitary sewer is <br />available from LaBore Avenue. Boss reported that one of the reasons they <br />would prefer not to construct a full road to access the new lot is to <br />preserve trees. If a 28-foot wide City street were required, six to eight <br />trees would be lost. Boss noted thaC a 50-foot road right-of--way currently <br />exists for Boss Road from Bryan Avenue to LaBore Avenue. Boss <br />indicated the property owners at the corner of LaBore Avenue and Boss <br />Road are opposed to Boss Road being extended through to LaBore <br />Avenue. He noted the options of vacating the road righC-of-way entirely <br />and allowing the new lot to be accessed via a private driveway or allowing <br />the private driveway on top of the Boss Road right-of-way. That driveway <br />would be gravel, approximately 20 feet wide, with aturn-around at the <br />end. Boss pointed out that the proposal allows an increase in tax base <br />from Che new home, but no increase in costs to the City for maintaining a <br />new street. The private drive would be maintained by his son as owner of <br />the new lot. Boss felt that the primary hardship would be the loss of Crees. <br />He felt there was no reason Co develop a City standard 28-foot wide street <br />with concrete curb and gutter to serve one home. <br />Allan asked if a 20 foot width would be adequate for emergency vehicle <br />access. The City Planner indicated that City staff has not reviewed any <br />particular standards at this point. He noted that a private driveway would <br />be maintained by the property owner while a City street would require the <br />City Co maintain. Anything less than the CiCy standard would require a <br />Variance. <br />Boss noted thaC he is proposing aturn-around at the end of the private <br />drive for emergency vehicle access. He noted that the primary use of the <br />driveway is just that, a private driveway. Boss noted that currently the <br />neighborhood uses the Boss Road righC-of-way for walking through the <br />neighborhood. However, he was fairly certain that most property owners <br />along LaBore Avenue would oppose the improvement of Boss Road <br />through from Bryan to LaBore. <br />Blesener suggested that without the improvement of Boss Road, perhaps <br />the Boss property is not developable, similar to many deep lots Chat exist <br />in the City. Blesener noted that a variance cannot be granted for financial <br />or economic reasons. <br />22 <br />
