MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 2006 <br />*CALL TOR A WORKSHOP MEETING TO REVIEW THE <br />PROPOSED 2007 BUDGET FOR WEDNESDAY, NOVEMBER 8, <br />2006, AT 6:00 P.M. <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />BOSS The City Planner reported that he has met with Dick Boss regarding <br />PROPERTY the potential development of his property on Bryan Street. Mr. Boss <br />DEVELOPMENT is considering the subdivision of asingle-family lot from his property <br />DISCUSSION creating a new lot that would front on the Boss Road undeveloped right- <br />of-way. The Planner reported that City Code requires that lots have <br />fi•ontage on a fully improved City street. Mr. Boss is asking whether or <br />not the City would waive ChaC requirement, noting the cost to construct a <br />full City street Chat would serve only one lot and pointing out Chat the west <br />side of the street abuts railroad property. Mr. Boss is proposing that Che <br />new lot be accessed via a gravel driveway over Che Boss Street right-of- <br />way. <br />Blesener pointed out that there would be two variances involved, the first <br />for a lot on an unimproved street, and the second for an unpaved <br />driveway. Allan noted the ordinance that the City Council just adopted <br />that requires new construction to have a paved driveway. <br />Allan noted that at one time the City allowed two lots to share a driveway. <br />The City Planner replied that it is possible for abutting properties to share <br />a driveway. However, this does not relieve the property owner from <br />having frontage on an improved street. The Planner noted that before Mr. <br />Boss proceeds with a development application, he wanted to approach the <br />Council to see if there was any flexibility to this standard. <br />Blesener noted that he can think of other properties in the City that have <br />the same situation and would ask for the same flexibility. Keis noted that <br />there are many deep lots in the City, and asked how the CiCy would deal <br />with future similar requests. <br />Montour felt that the lay of the land was unique in this case, noting that <br />the property to the west is railroad property. Keis agreed, but pointed out <br />Chat the right-of-way exists for Boss Road. The City Planner noted Chat <br />the Boss Road right-of-way extends all the way through to LaBore <br />Avenue. <br />21 <br />
