MINUTES <br />CITY COUNCIL <br />SUPT)JMBIR 27, 2006 <br />Mr. Theisen noted Chat the City's current code limiCs a massage therapy <br />business to two massage therapists. Theisen reported that he would like to <br />have three therapists, and that is the TexC Amendment that is being <br />proposed. Theisen reported that the business would be open Monday <br />through Friday from 10 a.m. to 8 p.m. <br />Allan asked Theisen abouC his interest in starting Chis type of business. <br />Theisen explained that he knows some massage therapists who are recent <br />graduates and would like to operate their own business. Theisen indicated <br />that he was interested in financing this business venture. He then looked <br />aC locations and researched the City's Codes to ensure Chat he was <br />proposing a business that fit zoning regulations. <br />Blesener asked about accessibility issues. Theisen replied that the <br />business would be located on the walk-in level so there are no accessibility <br />issues. He also indicated that there was adequate parking for the business, <br />anticipating no more than 4 to 5 parking spots being filled at a given time. <br />There was no one from the general public present wishing to comment on <br />this matter. <br />Upon motion by Allan, seconded by LaValle, the public hearing was <br />closed. <br />Mr. Blesener introduced Che following resolution and moved its adoption: <br />RESOLUTION NO. 2006-9-218 -APPROVING THE CONDITIONAL <br />USE PERMIT TO OPERATE A MASSAGE THERAPY BUSINESS AS <br />A PRINCIPAL USE IN THE GENERAL BUSINESS DISTRICT AS <br />REQUESTED BY MR. PAUL THEISEN FOR 2580 RICE STREET, <br />AND APPROVING A TEXT AMENDMENT TO CHAPTER 2203 <br />RELATIVE TO MASSAGE THERAPY ALLOWING THREE <br />MASSAGE THERAPISTS PER BUSINESS, AS WELL AS <br />APPROVING A MASSAGE THERAPY BUSINESS LICENSE FOR <br />MR. PAUL THEISEN, AND A MASSAGE THERAPIST LICENSE <br />FOR MS. NOU YANG, SUBJECT TO COMPLIANCE WITH THE <br />RECOMMENDATIONS OF THE CITY PLANNER AND THE <br />PLANNING COMMISSION <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopCed. <br />
