CHLEBECK, Clerk <br />515 Little Canada Road <br />Little Canada, Minn. 55117 <br />484-2177 <br />CITY OF LITTLE CANADA <br />RAMSEY COUNTY, MINNESOTA <br />TO: All Planning Commission and Council Members <br />RE: Motions pertaining to Preliminary Plats <br />Some confusion arises occasionally when either the Planning <br />Commission or City Council reviews a proposed development and <br />"approves the concept." <br />In order to maintain consistent and clear records of actions <br />taken by each of these bodies with regard to proposed commercial <br />or industrial developments, it is recommended that a motion <br />"approving the concept" be used only for rough sketches of pro- <br />posed developments and not when a preliminary plat is under <br />consideration. <br />MAYOR <br />Raymond Hanson <br />COUNCI L <br />Robert DeBace <br />Roy P. Nadeau, Jr. <br />M ahaoi Fahey <br />Beverly Scalze <br />A preliminary plat requires depiction of numerous details <br />such as the proposed building, waste disposal, water supply, <br />drainage, ingress and egress, landscaping, screening, etc (see <br />Ordinance 911.050(e) for example). "Approving the concept" shown <br />on an incomplete preliminary plat should be avoided since it <br />may be interpreted by some as final and binding approval of the <br />preliminary plat when that was not truly the intention behind <br />the motion. <br />Approval of an incomplete preliminary plat may be conditioned <br />on compliance with specified requirements, such as "Approved sub- <br />ject to compliance with the Engineers or Planners recommendations." <br />But we should all try and avoid speaking (or making motions) about <br />a preliminary plat in terms of "approving the concept" since that <br />phrase is inappropriate at that state and confusing. <br />Mike Fahey <br />Council Administrative Liaison <br />
