350 METRO JOURRE BLDG. <br />/MT PPRUL Mfl 55101 <br />612 222.8423 <br />November 28, 1979 <br />Joseph Chlebeck, Clerk <br />City of Little Canada <br />515 Little Canada Rd. <br />St. Paul, MN 55117 <br />RE: Infiltration /Inflow Assessment <br />Dear Mr. Chlebeck: <br />We are transmitting herewith the results of an Infiltration /Inflow (I /I) <br />Assessment for your information and use. The I/I Assessment was conducted <br />as part of the Metropolitan Waste Control Commission's "201" Facilities <br />Planning Program to comply with Section 201 of the Federal Water Pollution <br />Control Act of 1972 as amended. Where it is found that it is cost - <br />effective to remove excessive quantities of I/I rather than convey and <br />treat these extraneous quantities, federal grant support towards the <br />rehabilitation of the sewer system will be made available. The Assessment <br />is a first step in the identification of sewer systems subject to <br />potentially excessive I /I. <br />The I/I Assessment and its results are fully explained in two reports: <br />1) " <br />Infiltration /Inflow Assessment," prepared by the GANORAM Joint <br />Venture as part of the Combined Sewer Overflow Study prepared <br />2) "Infiltration /Inflow Assessment, Supp lemental <br />jointly by GANORAM and Commission staff <br />The first report generated the I/I quantities and determined potential <br />excessiveness using guidelines for cost- effective determination promulgated <br />by the U.S. Environmental Protection Agency. The <br />effective evaluation were inconsistent with bised solely <br />on magnitude or volume of I /I. The supplemental report <br />reasons for the apparent inconsistencies and presented an alternative <br />assessment procedure. <br />The recommendations of the supplemental report have been accepted by <br />the Minnesota Pollution Control Agency (MPCA) for funding of a complete <br />I/I analysis for systems judged to be potentially excessive. The <br />implementation of the recommendation will be as follows: <br />1.
