All communities in Categories II, III and IV (see pages 19 -20, <br />Supplemental Report) will be surveyed to establish previous <br />experience with flooding, surcharging or bypassing due to excessive <br />I/I and to assess other available information on the possible <br />existence of excessive I /I. Those communities identified by the <br />survey as having potentially excessive I/I will be recommended to <br />MPCA for further funding of a detailed I/I analysis. The survey <br />will be carried out by the consultant under contract to the Commission. <br />The continuation of the I/I program will be contingent upon certain <br />local commitments by each qualifying municipality wishing to participate <br />in the program. First of all, the municipalities must provide the 10% <br />local share of the study cost. The U.S. EPA will fund 75% of the study <br />cost, and the State of Minnesota will contribute 15% of the study cost <br />under a matching grants program. Secondly, each municipality will <br />become responsible for the administration of the I/I program in complete <br />conformance with the regulations of the federal grants program. <br />Finally, the municipalities will have to enter into an agreement with <br />the Commission regarding the pass- through of the grant funds because the <br />Commission will be required to remain the grant applicant on behalf of <br />all participating municipalities. The Commission will also provide <br />coordination and assistance in setting up each local study. <br />The completion of the I/I analysis is a prerequisite to the funding of <br />subsequent steps in the federal program of eliminating excessive sources <br />of I /I. Subsequent steps consist of a Sewer System Evaluation Survey <br />(SSES) followed by the actual sewer system rehabilitation. The potential <br />for excessive I/I must be established or verified at each step before <br />funding for the next step can be requested. A copy of the federal <br />regulations pertaining to sewer system evaluation and rehabilitation is <br />attached for further reference. <br />The Commission is in the process of applying for federal and state <br />grants to cover the I/I analysis. We expect a grant offer sometime in <br />early 1980. In the meantime, this package of material is being transmitted <br />to you to serve as an introduction to the I/I program. We will also <br />schedule meetings in the near future to further explain the program and <br />to answer any questions which are certain to arise. In addition, we are <br />prepared to meet with representatives of each community on an individual <br />basis.
