Little Canada Planning Commission pogo Three <br />30 January 1979 <br />Municipalities may, under special circumstances and with the <br />Commissioner's approval, adopt shoreland management ordinances <br />which are not in strict conformity with NR 83 (c) "Zoning Provisions" <br />provided that the proposed ordinance is based upon individual public <br />water capabilities and that the purposes of Minnesota Statutes 1974, <br />Section 105.484 are satisfied. <br />• It is uncertain from the proposed plan what the setback is from 35E. <br />• It is uncertain if the parking area meets the 50 foot setback required from the <br />ordinary high water mark of the Savage Lake. <br />• The building setback from Savage Lake ordinary high water mark is 150 feet. <br />The proposed building falls far short of this setback requirement. <br />• The proposed impervious surface area appears to far exceed 30 percent of the total <br />lot area. <br />Parking <br />The parking requirement for the proposed building is one (1) space for every 150 <br />square feet of floor area. The proposed plan fulfills this requirement. <br />Access and Egress <br />Movement patterns to and from the proposed facility appears to be adequate. Access from <br />Little Canada Road does not appear to present any problems. The loading docks are <br />situated so that if trucks are to back in, they must enter the site from Little Canada Road <br />at the west entrance only, and their exit would be from the east exit /entrance. This <br />situation may create congestion at the south end of the parking area. <br />Screening <br />The neighboring land use to the east is single family residential. Substantial screening <br />should be required on the east side of the lot. The elevation of the landscaped berm <br />is not shown on the proposed plan. No screening at all is shown on the northeast side <br />of the site. Additional screening should be required along Savage Lake. <br />C 0`i 4 <br />
