The owners of the two parcels involved are <br />M.C. Mitchell (3240 Twin Lake Road) and a Mr. Companaro. The developer is <br />Blaine Construction (10152 N.W. Butternut, Coon Rapids). <br />It is of extreme importance to note Twin Lake's designation as a Natural Environment <br />Lake by the Minnesota Department of Natural Resources, and the subsequent fact <br />that any development on the lake is subject to Shoreland Management Regulations. <br />This report will review the plat in view of conforming to Shoreland Management <br />Regulations. Little Canada has not adopted these, but it is recommended the City <br />adopt these in the very near future. Existing development on the lake is minimal, <br />what does exist is on the west end of the lake. There is no reason to justify new <br />development below DNR Standards. <br />ISSUES AND ANALYSIS <br />1. Lot widths and areas do not conform to Shoreland Management Regulations. <br />The plat shows nineteen (19) lots averaging one -half (1/2) acre. Fourteen <br />(14) of these are Iakeshore lots with twelve (12) lots having lakeshore frontage <br />ranging from 80' -90', with the two lots on the northeast corner having 260' <br />and 320' frontages. <br />DNR requires minimum dimensions for lakeshore lots served by public sewer <br />to be 40,000 square feet (approximately one acre) and requires lot width of <br />125' at the building line and the ordinary high water mark.
