The owners of the two parcels involved are
M.C. Mitchell (3240 Twin Lake Road) and a Mr. Companaro. The developer is
Blaine Construction (10152 N.W. Butternut, Coon Rapids).
It is of extreme importance to note Twin Lake's designation as a Natural Environment
Lake by the Minnesota Department of Natural Resources, and the subsequent fact
that any development on the lake is subject to Shoreland Management Regulations.
This report will review the plat in view of conforming to Shoreland Management
Regulations. Little Canada has not adopted these, but it is recommended the City
adopt these in the very near future. Existing development on the lake is minimal,
what does exist is on the west end of the lake. There is no reason to justify new
development below DNR Standards.
ISSUES AND ANALYSIS
1. Lot widths and areas do not conform to Shoreland Management Regulations.
The plat shows nineteen (19) lots averaging one -half (1/2) acre. Fourteen
(14) of these are Iakeshore lots with twelve (12) lots having lakeshore frontage
ranging from 80' -90', with the two lots on the northeast corner having 260'
and 320' frontages.
DNR requires minimum dimensions for lakeshore lots served by public sewer
to be 40,000 square feet (approximately one acre) and requires lot width of
125' at the building line and the ordinary high water mark.
