MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />MAY 15, 2006 <br />Pursuant Co due call and notice thereof a regular meeting of the CiCy <br />Council of Little Canada, Minnesota was convened on Che ] 5th day of <br />May, 2006 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said CiCy. <br />Mayor Bill Blesener called the meeting to order at 4:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Ms. Barb Allan <br />Council Member Mr. John Keis <br />Council Member Mr. Jim LaValle <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Planner Mr. Steve Grittman <br />Planning Comm. Mr. Tom Duray <br />Planning Comm. Mr. Scott Barraclough <br />City Clerk Ms. Kathy Glanzer <br />ZONING This afternoon's workshop meeting is a continuation of the April 25th <br />CODE workshop meeting called to review the City's Zoning Code. Those <br />REVIEW present continued their review of the Zoning Code commencing with <br />Chapter 903.050 Off-Street Parking Requirements, and the Planner <br />explained in detail the various staff comments that were made in their <br />review of this document. The consensus was to increase parking space <br />size requirements to 9 feet. <br />It was noted thaC staff is recommending that rather than have requirements <br />roll over from one districC to another, the entire text will be included in <br />each zoning district. This will make the Zoning Code easier to utilize. <br />There was discussion about Che implementaCion of changes thaC would <br />result in legally non-conforming uses. The City Administrator fe1C thaC <br />one of the biggesC impacts would be the new environmental regulations <br />that the City will adopC. <br />In continuing the Code review, the consensus was that the City would <br />require residential driveways to be paved at the point that building permits <br />for a minimum of 25% of assessed valuation are applied for. There was <br />discussion about whether or not to require building permits for driveway <br />
