MEMMEI.
Dear Sheriff Zacharias:
The City Council of Little Canada has requested that I write to you about
some recent events which reflect the quality of service Little Canada is
receiving from the Ramsey County Sheriff's Department.
In early December, 1979, a business was being illegally conducted at
3036 Centerville Road, Little Canada. The business was named Matt's Diesel
Service and involved the maintenance and repair of diesel tractors. No license
was ever applied for and as a result the City Council ordered the owner to
cease operations and remove his business from the premises by December 31, 1979.
On or about January 2, 1980, it came to my attention that the owner was still
on the premises. His activities had been observed by Mrs. Jennie Costa who
lives next door. I called the Sheriff station on Rice St. and requested that
citations be issued each day the operation continued and that a daily sur-
veillance be maintained. I was assured that a patrol would be sent out. A
few days later I spoke to one of your sergeants and was told that a citation
had been issued and the patrol was being maintained daily. I requested that
citations be issued for each day the business continued to operate. When I
spoke to Lt. Humphrey a few days later, he informed me that he knew of no
citations having been issued and that the patrols had not been continued be-
cause they hadn't received any more complaints.
Since we have to rely solely on the Sheriff for our law enforcement, we expect
better service than we received in this instance. We have gotten the impression
that your people don't take our problems seriously. I hope this is not the case.
We intend to carefully examine each matter with which the Sheriff deals in
Little Canada during this coming year to determine whether or not our funds
are being wisely spent in the police protection area.
We would be pleased if you would give this matter your attention.
Yours very truly,
CP:db
arignq
JAN 30 1980
CITY OF
LITTLE CANADA
Clayton Parks, Jr.
City Attorney, Little Canada
23
