F, <br />` AUU <br />COUNTY LEAGUE <br />OF LOCAL GOVERNMENTS <br />TO: City Councils and Town Boards in Ramsey County <br />FROM: RCLLG Study Committee on Changing Residential Speed Limits to 25 MPH <br />The RCLLG Study Committee on Changing Residential Speed Limits to 25 mph <br />would like to obtain feedback from member municipalities on whether they , <br />would be in favor of a bill changing residential speed limits from 30 <br />mph to 25 mph. The bill provides for maintaining the .current 30 mph limit <br />on thoroughfare streets and reducing the 30 mph speed limit on residential <br />streets to 25 mph. The bill defines thoroughfare streets as state trunk <br />highways, county state -aid highways and municipal state -aid streets. <br />Enclosed is a copy of the bill and an article by Jack Anderson of the <br />Institute of Traffic Engineers, North Central Section. The article <br />contains background information on the need for reducing residential <br />speed limits to 25 mph. <br />The bill is supported by the North Central Section, Institute of Traffic <br />Engineers and is not opposed by the Minnesota epartmente faTransportation <br />provided the 25 mph speed limit is applied on a <br />study committee has identified two disadvantages of the bill: (1) In <br />fairness to the motorist, state -aid streets remaining at 30 mph would have <br />to be signed if they are not presently signed. The Minnesota Department <br />of Transportation has estimated the cost of implementing the change to be <br />$125,000. (2) Possible fuel inefficiencies. (This is only a possible <br />disadvantage since the new 25 mph speed limit will not significantly change <br />driving habits.) <br />This is meant to be an informal poll of municipalities to ascertain their <br />support or non - support for the bill and for the need to continue the <br />study group.
