a later date in conjunction with other materials, to surrounding communities <br />and eventually to the Metropolitan Council for their required review and <br />evaluation process. Upon completion of the Metropolitan Council's review, <br />the plan would be returned to Little Canada and modified as desired by the <br />community for formal adoption by the City Council. <br />The Development Framework would be presented as part of a consolidated document <br />encompassing an issues summary, detailing findings of the inventory process, the final <br />policy plan and the concept plan. In total, this document would represent Little <br />Canada's basic comprehensive pion. <br />TASK IV - DETAILED FACILITIES PLAN. <br />Although typically approached to some degree in past comprehensive development <br />programs, new legislation now requires detailed attention to public facilities and <br />services plans. This is in essence a new and added step to the process. <br />The plans which are now required are water distribution, sewer, storm drainage, <br />parks and transportation. An assessment of the community's status with regard to these <br />studies is that all are complete. Consequently, only minor updates would be envisioned. <br />Furthermore, with the exception of parks and minor elements of transportation, the <br />majority of contributions would be made by the City's Consulting Engineer. <br />Due to the above referenced consideration, we have noted this step in the planning <br />• process. It is anticipated, however, that minimal time will have to be devoted. No <br />more than thirty days have been allocated for this task on the part of Midwest Planning's <br />involvement. <br />TASK V - HOUSING PLAN <br />As noted in the Little Canada Metropolitan System Statement, housing is a topic to be <br />specifically addressed. We are as a result, highlighting this factor as a separate task. <br />The housing element of the overall work program is seen as a highly detailed specific <br />and individual, although coordinated, undertaking. As in the case of the general <br />comprehensive guide plan, the housing plan must be approached in a staged, incremental <br />fashion to facilitate an orderly and logical plan formulation and decision- making process. <br />The housing plan is seen as encompassing two elements. The foundation for the plan <br />will be established by a housing profile, summarizing the existing social, econmic <br />and physical housing conditions as well as projected housing needs and considerations <br />which would be completed as part of inventory activities during Task II of the work <br />program.
