assessment and action plan for general areas, specific sites and individual units and <br />administration of programs would be the second aspect of the plan. As a consequence <br />of the detail and programming envisioned, the housing plan is a separated but <br />coordinated element of the comprehensive plan update. By necessity the housing plan <br />will build upon and be related to the comprehensive guide plan. However, it will _ <br />go into detail on program, organization and implementation. <br />A. Policy Plan: Based upon the inventory and the directions established through <br />the Development Framework Policy Plan, the formulation of a housing <br />policy pion outlining specific goals, objectives, actions and directions will <br />be formulated by Midwest Planning. The policies respond to both needs as <br />well as opportunities which the City can pursue. This policy aspect is seen <br />as a highly critical aspect of the program as it will provide the parameters of <br />approach which the City will accept in undertaking housing improvements. <br />The housing policy plan is projected as requiring fifteen days to complete. <br />Review and evaluation by the community is, however, expected to require <br />an equal or more extensive time period. Initially, it is estimated that the <br />community review would require thirty to forty days to complete. <br />The draft housing policy plan would be submitted in preliminary report <br />form. Following community review and modification the housing policy <br />plan would be finalized and the completed document submitted as part of <br />the housing action plan report. <br />B. Action Plan: From the directions identified from preceding stages, the <br />Consultant would pursue the development of a housing action plan. This <br />plan would deal with options and alternatives which the community could <br />utilize in dealing with its housing problems and opportunities. Cki an area, <br />site and individual unit basis, courses of action would be recommended to the <br />City. In addition, administrative organization and procedures would be <br />suggested which will facilitate actions to be taken by the City. <br />In a preliminary form, the housing action plan will be submitted for initial <br />review within thirty days following initiation of work. Upon receiving <br />acceptance of the plan and making necessary modifications, the Consultant - <br />will finalize the plan and submit it in completed document form. <br />TASK VI - IMPLEMENTATION - ORDINANCE REVISIONS <br />In order to bring about a realization of the plans and improvements which have been <br />formulated and accepted as port of preceding tasks, attention will have to be directed <br />toward revising the City's current development regulations. Those ordinances which <br />will be revised include zoning, subdivision, and on -site sewer. Notable attention <br />will be given to environmental control which is now required in addition to proper <br />setbacks, screening and buffering between differing uses. Also a revised zoning district <br />map will be prepared. <br />8 <br />6J <br />
