In view of the professional assistance already available to Little Canada through its <br />staff, the Consultant's role in the implementation process would be seen as limited, <br />provided on a special as needed basis. In confronting the relatively difficult and <br />complex problems, requirements and procedures of development, the benefit of a <br />broad and diverse back -up provided by o consultant's knowledge in the field is seen <br />as a major advantage. <br />As an initial basis for such involvement, it is proposed that Midwest Planning would <br />provide technical development assistance on all applications and request for zoning <br />matters and subdivisions. While the arrangement, scope and details of such assistance <br />require further refinement and definition during the planning tactics stage, it would <br />be expected that such work would be conducted in support of and through the Planning <br />Commission. The City could consequently benefit through the addition of increased <br />professional assistance being available. A parallel benefit would also result from the <br />Consultant's perspective in that through continued contact and exposure, a more in- <br />depth understanding and appreciation of the community and its problems would be <br />gained. It is suggested that this aspect of the work program be discussed as port of <br />the program setup, Task 1, of the project. <br />PROJECT BUDGET <br />The cost to develop a Comprehensive Plan and Revise Ordinances for the City of Little <br />Canada is estimated at $13,500 maximum. This budget is based upon anticipated work <br />requirements as outlined in the preceding paragraphs and submission of fifty (50) copies <br />of the documents stipulated. Services would be charged on a time and expense basis. <br />The community would be charged only for that portion of the budget required to complete <br />the project. If any differences between the hourly and expense charges and the maximum <br />project budget resulted, remaining funds would be left with the community and would <br />not be claimed by the Consultant. A detailed breakdown of the program budget by <br />tasks is found on the following page. <br />PROJECT PERSONNEL <br />David R. Licht, President of Midwest Planning and Research, Inc. would be the <br />Principal in Charge of the project. His role in the Little Canada Project would be to <br />hold primary responsibility to the Client for overall quality of Midwest Planning's <br />work and attendance and presentations at major community meetings. Other staff <br />specialists would be drawn into the project cis required. Detailed resumes of individuals <br />who would likely contribute in a supportive role to the project were provided previously <br />in the Midwest Planning informational packet. <br />10 <br />67 <br />
