The ordinance revision and formulation activities are a detailed and time consuming <br />effort. While initial drafting of regulations can be accomplished fairly rapidly, <br />and early during the work program, the community review process can be quite time <br />consuming. To expedite the overall process, it is proposed that preliminary drafts of <br />all existing regulations be initiated early during the work program. Finalization of <br />the ordinances should await the Land Use and General Facilities Plan approval. <br />Upon receipt of plan approval, finalized drafts of existing ordinances and new <br />regulations would be available for community distribution and evaluation within <br />twenty -five to thirty days. Finalization of the ordinance would be dependent upon <br />the schedule established by the community. Midwest Planning would commit to <br />whatever reasonable time table is established. <br />TASK VII - IMPLEMENTATION - PROGRAMMING <br />A formal requirement now being imposed by the Metropolitan Council is that communities <br />undertaking a comprehensive plan must expand their scope of efforts to encompass on <br />implementation program. As applied to the City of Little Canada, this effort must include <br />capital /community improvements. This is a logical extension of work and helps ensure <br />realization of the planning recommendations and directions. The intent of Midwest <br />Planning, in cooperation with the City Engineer, would therefore be to provide the <br />City with an overall community improvement program covering all aspects of investment <br />required to achieve program priorities, budgets and scheduling. These efforts would be <br />outlined for each year covering a five year period. It would be expected that the <br />community would then annually update the program in succeeding years in order to have <br />a constant and on -going program of projected actions. <br />The preparation of the capital /community improvements and implementation program <br />would follow the logical sequence of determinations on the Land Use and Detailed Facilities <br />Plans. Midwest Planning would work in conjunction with the City staff as well as the <br />City's consultant engineer. Production time is estimated at thirty days with an equal <br />amount of time devoted to decision -maker and general citizen review. The material <br />would be presented in formal report form for wide spread distribution. <br />TASK VIII - TECHNICAL DEVELOPMENT ASSISTANCE <br />Although not included as part of the City's request for proposal, it is suggested that <br />in one form or another the Consultant be involved during the implementation of the Plan. <br />Commonly, communities recognize their need for professional assistance during the <br />development of plans. Unfortunately, the need for this professional guidance and <br />assistance too often is not felt necessary during project and plan implementation. Many <br />times this leaves a community with a good, practical and effective plan, but without <br />a sound or thorough ability to put the plan into action. <br />9 86 <br />
