Heaps, Insect Pest Control Clinic, <br />University of Minnesota, stated recently in the <br />Minneapolis Tribune in response to a reader who was <br />interested in purchasing an electronic bug killer that <br />"Light -traps or similar attracting traps are not effec- <br />tive in an outside situation for insect control. <br />People who have cabins or houses near lakes, swamps or <br />marshes can expect some nuisance problems such as <br />mosquitoes, gnats and other insects that commonly breed <br />in and around these areas. Light traps will attract <br />and collect hundreds of insects, both good and .bad, <br />as well as insects that normally would pass by. Many <br />of these insects do not get caught in the'traps, but <br />remain to cause problems. Traps don't catch wingless <br />insects or day flying insects." <br />The specific electronic bug killer should be declared <br />unreasonable and annoying under Sect. 17 -3 (g) of the Code <br />and should be declared a nuisance which can cause personal <br />injury under Sect 17 -3 (v) for the following reasons: <br />1. On the night of May 26, 1980, we had about two hours <br />of sleep at the most due to this bug killer. <br />2. We have been forced to close up our house during the <br />evening and at night and endure fitful sleep and the costs of <br />unnecessary air conditioning in order to reduce this stress <br />on our lives. <br />3. The deck attached to our house and yard in general <br />have .literally been abandoned in order to escape the highly <br />irritating and stress inducing electrical discharges. <br />4. The September 1977 issue of"Horizon Matazine "contains <br />an article entitled "Noise" by Mr. L.S. Burns. Mr. Burns <br />states that "Noise has long been known to cause sleeplessness <br />and irritability and now other studies are linking it to a <br />wide range of mental and physical disturbance." <br />5. From the Congressional Record -- House, April 21, 1966, <br />a quote by Dr. John Anthony Parr in his discussion on the <br />physiological changes caused by noise: "This internal up- <br />heaval if repeated again and again is exhausting physically <br />and mentally and ultimately can cause a nervous breakdown, <br />and than it is but a step to contracting one of the stress <br />diseases." <br />JUN g f::20 <br />CiTYOF 25 <br />\.ITTLE CANADA <br />
