KELLOGG BLVD. • ST. PAUL, MINN. 55102 <br />RE: Model Noise Control Ordinance <br />1. PURPOSE. <br />0 <br />Existing local ordinances mention community noise control <br />in their public nuisance sections. These noise control regulations have <br />no definitive standards and are difficult to enforce. The new model <br />ordinance, if adopted, will minimize enforcement problems and insure <br />safe sound levels within the contract communities. <br />2. ENFORCEMENT POLICY. <br />The Sheriff's Department would conduct selective and /or <br />complaint monitoring of noise emitted by motor vehicles, boats and <br />snowmobiles on roadways or on public property; violators would be issued <br />citations if found to be exceeding state standards. Noise levels emanating <br />from private property will be monitored on a complaint -only basis. Any <br />special section added by individual communities would also be monitored <br />on a complaint -only basis if they occur on private property. Violations <br />of special sections which occur in parks or other public places would be <br />subject to selective monitoring by our Deputies. <br />3. SOUND LEVEL METER. <br />The contract cities will have to purchase at least one 3M <br />model 3220 Sound Level Meter for noise enforcement. 1980 price of the <br />meter and necessary equipment is $964.95.
