ORDINANCE lXXX <br />AN ORDINANCE ESTABLISHING NOISE CONTROL REGULATIONS (CHAPTER 000). <br />The City Council of the City of <br />Ramsey County, Minnesota, does or.daint <br />Chapter 000 is hereby added to the Municipal Code of the City <br />of __, to read as follows: <br />000 NOISE CONTROL <br />000.010. Definitions. <br />A. dBA: dBA is a unit of sound level. dBA is the weighted sound <br />pressure level by the use of the A metering characteristic and weighting as <br />specified in ANSI Specification for Sound Level Meters, S1.4 - 1971, which is <br />hereby incorporated by reference. For the purpose of these regulations, dBA <br />is used as a measure of human response to sound. <br />B. Decibel: A unit of sound pressure level abbreviated dB. <br />C. Exhaust System: A combination of components which provides <br />for enclosed flow of exhaust, gas from engine exhaust ports to the atmosphere. <br />D. Gross Vehicle Weight: The value specified by the manufacturer <br />as the recommended maximum loaded weight of a single motor vehicle. In cases <br />where trailers and tractors are separable, the gross combination weight (GCW) <br />which is the value specified by the manufacturer as the recommended maximum <br />loaded weight of the combination vehicle, shall be used. <br />E. Highway: Any street, road, alley or public way in the City. <br />F. L10: The sound level, expressed in dBA, which is exceeded ten <br />percent of the-time for a one hour survey, as measured by test procedures <br />approved by the direction of the Minnesota Pollution Control Agency. <br />G. L50: The sound level, expressed in dBA, which is exceeded fifty <br />percent of the time for a one hour survey, as measured by test procedures <br />approved by the director of the Minnesota Pollution Control Agency. <br />H. Motor Vehicle: Any self - propelled vehicle not operated ex- <br />clusively upon railroad tracks and any vehicle propelled or drawn by a self - <br />propelled vehicle and includes vehicles known as trackless trolleys which are <br />propelled by electric power obtained from overhead trolley wires but not <br />operated upon rails, except snowmobiles. <br />I. Noise: Any sound not occuring in the natural environment, in- <br />cluding, but not limited to, sounds eminating from aircraft and highways, <br />and industrial, commercial, and residential sources. <br />
