April 10, 1980
Minnesota Pollution Control Agency
Ryan Landscaping Supply Co., Inc.
c/o Art Ryan, President
3151 Country Drive
Little Canada, Minnesota 55117
Dear Mr. Ryan:
This letter confirms that a meeting was held on Thursday, March 27, 1980,
at your proposed industrial park located just south of your main office
building on Ryan Avenue in Little Canada, Minnesota. Persons attending
this meeting were yourself; Richard Ellis representing Northern States
Power Company; Joseph Chelbeck representing Little Canada; Sandra Forrest,
Hydrologist, Permits Section, Division of Solid Waste; Minnesota Pollution
Control Agency and myself.
Two major issues were discussed at this meeting. They are as follows:
1. It was determined that water has ponded along the south half of
your property due to the construction of a Metropolitan Waste
Control Commission sewer line which has recently been constructed
through your property. The Agency requested that a culvert of
suitable size as determined by your engineer or in conjunction with
the City of Little Canada be placed in an adequate location to
drain the water away from all contact with the fly ash disposed
of on your property. This is to be accomplished by May 30, 1980.
2. The Agency observed the deposition of approximately 40 truck loads
of concrete rubble on your property. According to MPCA Solid Waste
Rules, demolition materials may not be used in fill projects with-
out prior approval from this Agency. The Agency requests that all
concrete rubble be graded and covered with a minimums of two (2)
feet of earthen cover, within thirty (30) days of the date of this
letter, unless written approval is given from the Permits Section,
Division of Solid Waste, for use of this material for road base fill
within this thirty (30) day time frame.
Phone•612- 297 -2726
1935 West County Road B2, Roseville, Minnesota 55113
Regional Offices • Duluth /Brainerd /Detroit Lakes/Marshall/Rochester
Equal Opportunity Employer
ntrarn
