NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />TO: Little Canada Planning Commission, <br />Mayor and City Council <br />FROM: Brad Nielsen <br />DATE: 30 October 1980 <br />RE: 10,000 Auto Parts Store - Building Permit Request <br />FILE NO: 758.09 - 80.22 <br />BACKGROUND <br />Jack Welch, Architect and General Contractor for Scottland, Inc., has submitted plans <br />for a 10,000 Auto Parts Store to be constructed on Lot 1, Block 1, Trowbridge Addition. <br />The property is located on Rice Street, 120 feet north of Demont Avenue (see Property <br />Location Map attached). <br />The property is currently vacant and zoned B -3, General Business. Surrounding land <br />uses and zoning are as follows: <br />East - Vacant, proposed for two fourplexes, zoned R -2. <br />South - 7 -11 Store and vacant lot proposed for office use, zoned B -3. <br />West - Rice Street then residential (in Roseville). <br />North - Single family residence, also used for sale of fire wood, zoned B -3. <br />ISSUES AND ANALYSIS <br />1. Land Use. The proposed auto parts store is listed as a permitted use in the B -3 <br />District. Further, the Comprehensive Plan has proposed highway commercial use <br />(Le. those uses which are typified as one -stop shopping facilities and /or highly <br />dependent on the automobile) for this portion of Rice Street. As such, the <br />auto parts store is considered to be consistent with Little Canada's land use <br />planning. <br />2. Lot Requirements and Building Setbacks. The property in question contains <br />approximately 35,640 square feet of area, whereas the Zoning Ordinance only <br />requires 15,000 square feet.
