Access to the property in question is via one access <br />drive on Rice Street (see Exhibit B attached). Additional future access is proposed <br />to Demont Avenue, presumably in conjunction with development of Lot 3. The <br />Rice Street access drive measures approximately 27 feet in width and directly abuts <br />the northerly property line. The Zoning Ordinance limits curb openings to 24 feet <br />and requires a setback of five feet from all property lines. It appears that these <br />requirements can easily be complied with by removing three feet from the driveway <br />and moving it two feet to the south (see Exhibit B). Although the parking stalls <br />would have to be decreased in width somewhat, they are currently sized so that the <br />reduction in width would have little or no impact on parking. In discussing this <br />issue with Mr. Welch, he stated that they are perfectly willing to comply with <br />this requirement. <br />The number of parking spaces required by the Ordinance is 22. Twenty -eight are <br />shown on the proposed site plan. Mr. Welch has indicated that they would like to <br />sod the area which is designated as "overflow" parking until such time as it is <br />found to be necessary. While this approach may be acceptable, it is recommended <br />that a performance bond be provided by the applicant to ensure that the parking <br />would be provided at a later date. <br />Access to the delivery area is considered satisfactory. <br />4. Landscaping. In view of the surrounding uses and zoning, it is felt that no required <br />screening is necessary. The landscaping being provided by the applicant should <br />be considered favorably. <br />5. Grading, Drainage and Utilities. The City Clerk has indicated that drainage in the <br />area of the proposed site has been a problem. Although the applicant has not yet <br />submitted construction drawings indicating proposed grading and drainage, he has <br />indicated that the site will require filling. Any approval of a building permit <br />should be contingent upon favorable review and comment by the City Engineer. <br />The Engineer should also comment as to utility service to the site. <br />RECOMMENDATION <br />With the exception of the driveway width and setback, the proposed site plan conforms to <br />Little Canada's zoning regulations. It is therefore suggested that the City approve the site <br />plan and issuance of a building permit contingent upon the following: <br />1. Reducing the width of the curb cut on Rice Street to 24 feet and relocating the <br />driveway to five feet away from the northerly property line. <br />
