ARTICLE II <br />AUTHORITY, SCOPE, AND PURPOSES <br />DRAFT <br />Section 1 AUTHORITY <br />The County Board by Resolution #79 -1049 on September 17, 1979 <br />and the City of St. Paul by Resolution #273 -789 on September 27, <br />1979, established the Justice Advisory Board to advise the County <br />Board and the City of St. Paul with regard to criminal justice <br />matters. <br />Section 2 SCOPE <br />The Advisory Board and its standing committees shall operate <br />within the framework of Ramsey County and City of St. Paul <br />policies governing advisory boards (specifically refer to <br />County Board Resolutions #79 -109 and 79 -919), the Comunity <br />Corrections Act and the Justice System Improvement Act. <br />Section 3 PURPOSES <br />The purposes stated herein are consistent with the Scope, Section 2. <br />Subd. 1 To develop and implement a long -range planning process covering all <br />law enforcement, corrections, and juvenile and criminal justice <br />activities in Ramsey County and the City of St. Paul. <br />Subd. 2 To prepare three -year Justice System Improvement Act application. <br />Subd. 3 To design and develop an annual Comprehensive Plan for the develop- <br />ment, implementation, and operation of the correctional program and <br />services in Ramsey County and in St. Paul. <br />Subd. 4 To coordinate law enforcement, corrections, and juvenile and criminal <br />justice activities in Ramsey County and the City of St. Paul to <br />ensure that the programs meet the needs in an economical and <br />efficient manner. <br />Subd. 5 <br />Subd. 6 <br />Subd. 7 <br />Subd. 8 <br />To monitor and evaluate the effectiveness of law enforcement, <br />corrections, and juvenile and criminal justice programs in Ramsey <br />County and the City of St. Paul. <br />To perform such other planning, coordination, monitoring, evaluation, <br />grant preparation and application, or advisory tasks and functions <br />pertinent to law enforcement, corrections, and juvenile and criminal <br />justice as assigned or delegated by Federal, State, County, City or <br />local units of government. <br />To prepare recommendations for policy to ensure the availability of <br />quality law enforcement, corrections, and juvenile and criminal <br />justice programs and services, and recommend such policy to the <br />County Board and City Council for their consideration. <br />To analyze criminal and juvenile justice legislation to assess <br />the impact of such legislation on Ramsey County, to advise the <br />Adisory Board on strategies for local law enforcement, corrections, <br />juvenile and criminal justice programs to meet newly legislated <br />demands and mandates, and to propose legislative responses to <br />major issues confronting the Ramsey County criminal and juvenile <br />justice system. 58 <br />
