MINUTES <br />CITY COUNCIL <br />APRIL 24, 2013 <br />number of adopted goals. Blesener agreed and indicated that another <br />option would be to not hold a goal setting session in 2014 and work <br />through the current list. Montour pointed out that some of the goals listed <br />are more tasks than goals. <br />The next action plan reviewed pertained to "Increase Community <br />Involvement- Diversity ". The Administrator reported that he discussed <br />this goal with the individual who proposed it at the 2013 Goal Setting <br />Session, and noted that her ideas involved establishment of a committee to <br />look at strengthening neighborhood communication, gathering of data in <br />terms of diversity, use of recreation programs involve a more diverse <br />population, increase diversity in the City employment and committee <br />pools, modification to the City's mission statement, and an article <br />encouraging neighborhoods to include all neighbors. McGraw stated that <br />his feeling was that the City should continue its efforts in this area by <br />including articles of this nature in the City's newsletter as well as ensuring <br />that all City events are well publicized. The City Administrator indicated <br />that he will modify this action plan based on this evening's discussion and <br />bring it back to the Council. <br />The next action plan was "Re- evaluate Commission Process and <br />Develop By- Laws ". The Administrator suggested that surrounding cities <br />be contacted to determine their policies and procedures. A report can then <br />be presented to the Council for their review. Once a consensus is reached, <br />a process and by -laws can be finalized. The Council agreed. <br />Next reviewed was "Develop Plan for Owasso /Woodlynn <br />Redevelopment Area ". The City Administrator indicated that the next <br />steps would be to contact the owners of the Tacheny, Lee, and R & S <br />properties to determine their interest in redevelopment. The Administrator <br />reported that he has not heard from McGough since their last meeting. <br />The Administrator also informed the Council that he has been contacted <br />about another cell tower location on the former Donovan Construction <br />property. The Council was agreeable with this action plan as presented. <br />The next action plan reviewed was "Evaluate Business <br />Retention /Expansion Program ". The City Administrator presented <br />information about Greater MSP (Minneapolis Saint Paul Regional <br />Economic Development Partnership) suggesting that staff do some <br />evaluation of this organization. The Administrator pointed out that the <br />difficulty with this particular goal is defining what the City wants to <br />accomplish given its limited resources both from a financial assistance <br />standpoint as well as land availability. The Administrator suggested that <br />an option may be to set up a committee that does some outreach to City <br />businesses to increase communications. <br />2 <br />
