These proposals must abide by the guidelines listed below. A two <br />week period will be granted to cities to revise proposal which <br />evaluators have determined do not meet these guidelines. <br />— The grant money must be used to fund curbside collection <br />services, public education activities and administrative <br />functions. Public education and administrative activities <br />together must not exceed 25% of the total recycling program <br />budget. Public education must, at least, consist of a <br />brochure to all households being served by the program. <br />— Recycled materials must be delivered to the Ramsey County <br />Recycling Facility. Newspapers can be delivered directly to <br />market but paper market weight slips must be submitted as <br />part of the reporting requirements. <br />— Newspapers, glass, (clear, brown and green) and aluminum and <br />bimetal soft drink cans and tin cans must be collected <br />curbside at least monthly. <br />— A midterm and a final report must be submitted to the county. <br />The report should include a list of the program activities and <br />their costs, a narrative explaining the successes and <br />shortcomings of the program, any progress made on implementing <br />organized collection, and any data collected such as <br />participation rates and tonnages collected. Tonnage <br />information needs to be collected in order to acquire <br />reimbursement from the Metropolitan Council's landfill <br />abatement cost recovery program and the tonnage payment <br />program. <br />— Demonstrable efforts to be made to move from an open hauling <br />system to an organized collection system which eventually will <br />include provisions for curbside recycling services. <br />Time Line <br />The goal is to have curbside service start in July. This <br />requires that several administrative functions be carried out <br />simultaneously between the city, county and recycling <br />contractors. The following time line is ambitious but musts be <br />adhered to in order to begin curbside service by July 1987. <br />paged 18 <br />
