negotiate draft contracts with a service provider and with the <br />county. Once draft contracts have been finalized the contracts <br />will be approved by the city council and county board. It is <br />planned that within five months after cities have submitted plans <br />to the county, curbside service can begin. <br />iiow Much Money Can A City Expect To Receive? <br />The exact amount a city will be awarded will depend upon the <br />contract negotiations between the city and service provider and <br />between the city and the county. The county budget estimated <br />amounts that a city would need to finance a recycling program <br />keeping in mind that approximately 25 percent of the funds would <br />be available from the Metropolitan Council grant programs. <br />County staff used curbside recycling cost figures from the <br />Deloitte, Haskins and Sells study on recycling. According to <br />this study a recycling program would cost between $2.28 and $4.72 <br />per household per year. <br />What System Will Be Used For Payments To Cities? <br />Once a contract between the city and county has been signed, the <br />county will reimburse the city quarterly for expenses incurred. <br />The County claim form must be signed by the chief administrative <br />officer for the municipality or township. The claim form should <br />indicate if the expense was either recycling contractors, public <br />education or administrative expenses. Also the tonnage recycled <br />according to materials category must be indicated on the claim form. <br />The city is required to maintain detailed documents of all <br />expenses should a county, state or Metropolitan Council audit <br />ever becomes necessary. <br />What Selection And Evaluation System Will Be Used? <br />Proposals will be reviewed by Environmental Health staff and <br />volunteer members of the Ramsey County Solid Waste Management <br />Advisory Council. The proposals will be handled on a <br />confidential basis and care is taken to avoid conflicts of <br />interest. Recommendations will be made based on ratings assigned <br />by evaluators. <br />Evaluation Criteria <br />1. Amount of landfill abatement expected <br />2. Technical quality of proposal <br />3. Budget request compared to service to be provided <br />4. Innovative public participation plans <br />5. Experience of proposed contractors <br />6. Planned progress in organized collection <br />Guidelines <br />Each city requesting funds must submit a proposal to the County <br />which outlines an implementation plan for curbside recycling. <br />page 17 <br />
