MODEL RFP <br />REQUEST FOR PROPOSAL AND BID <br />CURBSIDE RECYCLING SERVICES <br />A. Background <br />The City of is interested in establishing <br />curbside collection of recyclables in the city as a service to <br />our residents. This program will be administered by the city, <br />using funds from Ramsey County and the Metropolitan Council. <br />B. Description <br />The city is interested in establishing service to (the whole <br />city) (a pilot area bounded by ). This area <br />contains approximately single- family homes, duplexes, <br />and multi - family units. The total number of households to <br />be serviced is about (since multi - family units above - <br />plexes are not to be serviced at this time). (Note: map <br />showing service area should be attached for the convenience of <br />the bidder). <br />Collection will be from the (curbside) (alleys). At a minimum, <br />collection must be monthly for newspaper, glass containers, <br />aluminum and steel cans. At the bidder's option, other materials <br />can be added such as cardboard, tin cans, oil, batteries and <br />other types of paper and metal. The entire area does not need to <br />be picked up on one day, but a reasonable schedule must be <br />maintained. <br />Collection vehicles must be in good working condition and must be <br />plainly marked with the contractors name and logo (if a logo has <br />been established). <br />Collection contractors must provide information for all materials <br />collected. The required information includes original truck <br />scale tickets or market receipts, showing the name of the <br />collection contractor and the market, the date of delivery to <br />market, and the net weight of material. <br />The insurance and bond requirements which will have to be met for <br />the collection contract are <br />Under the conditions of the grant from Ramsey County, delivery of <br />the collected materials to the Ramsey County Recycling Center is <br />required for certain materials, including glass and metal cans. <br />Delivery is not required for newspaper and other papers, oil, and <br />batteries, but can be delivered if agreeable to all parties. <br />The city retains the right to reject any and /or all bids, or <br />to negotiate with any number of low bidders. <br />page 20 <br />
