MINUTES <br />Planning Commission <br />January 8, 1987 <br />CUP For <br />Donovan <br />Construction <br />(Cont.) <br />Thomas <br />Hardy <br />D /B /A <br />Zeta <br />Corporation <br />CUP For <br />Retail <br />Auto Sales <br />Mr. DeLonais recommended approval of the conditional use permit <br />for trailer to be used as a temporary office as requested by <br />Donovan Construction. <br />Motion seconded by Mr. Costa. <br />Motion carried 5 - 0. <br />Mr. Thomas Hardy, D /B /A Zeta Corporation, appeared before the <br />Commission requesting approval of a conditional use permit for <br />retail auto sales in Ryan Industrial Park. <br />Mr. Costa asked Mr. Hardy if he was willing to comply with the <br />recommendations of the City Planner. <br />Mr. Hardy pointed out that the Planner has made recommendations <br />for site improvements, and that he is leasing the property. Hardy <br />indicated that the property owner would not be able to make these <br />improvements until Spring. <br />Mr. Costa asked why a figure of 25 was set for the amount of retail <br />sales that could occur on the site within a year's time. <br />The Planner replied that in his original application, Mr. Hardy <br />indicated that he would like to sell two cars on a retail basis <br />per month. This is how he determined the figure of 25. The Planner <br />also pointed out that the site is an industrial one and not designed <br />to support retail traffic. <br />Davison indicated that he would be against the proposal if it were <br />strictly a retail operation and pointed out that the property is <br />industrial. <br />The Planner pointed out that a retail operation should be located <br />in a commercial district. The City needs to have control over the <br />amount of parking, etc. for retail businesses. The Planner pointed <br />out that the Hardy proposal is principally a wholesale operation. <br />Mr. Hardy indicated that he was hoping to get approval for one retail <br />car sale per week, or 52 per year. <br />Davison stated that he was not in favor of a retail car sales lot <br />being located in Ryan Industrial Park, and pointed out that there <br />are other areas in the City that are properly zoned for such an <br />operation. <br />Costa questioned why 25 sales would be allowed and not 52. Costa <br />pointed out that the sales would occur inside the building. <br />The Planner pointed out that the area is not set up for retail traffic. <br />Page -4- <br />r+ <br />
