MINUTES <br />Planning Commission <br />January 8, 1987 <br />Hardy CUP <br />(Cont.) <br />Davison pointed out that the City does not have to allow any retail <br />sales on the site. <br />The Planner pointed out that his original recommendation was to not <br />allow any retail sales on the site as the amount of these sales will <br />be hard to regulate. <br />Costa pointed out that there are retail sales in the park currently <br />with the landscaping business. <br />The Planner replied that that particular site was set up to accommodate <br />parking on site. <br />Herkenhoff asked why the Planner included recommendation #8 in his <br />report. <br />The Planner replied that he wanted to point out to the Commission <br />and the Council the ordinance as it exists. The ordinance states <br />that no more than 3 retail used car sales licenses will be allowed <br />in the City, and if it the desire of the City, the Hardy license <br />could be considered one of these licenses. <br />Davison stated that the City wants to avoid a retail sales lot in <br />Ryan Industrial Park, where people will see the lot and drive -in. <br />Davison pointed out that this location is not set up for this kind <br />of traffic, therefore, the City needs to be restrictive. <br />Costa asked the age of the cars that would be sold and the amount <br />of cars that the building will hold. <br />Mr. Hardy replied that the cars are one to two years old and the <br />building will hold 10 cars. <br />The Planner again pointed out that Mr. Hardy submitted forms indicating <br />he would like to retail 2 cars per month from the site and his <br />recommendation tried to accommodate this. The Planner stated <br />that it is hard to determine a number that would be reasonable, <br />and perhaps 52 cars per year is reasonable. <br />Perlinger indicated that the principle business is wholesale and <br />not retail. <br />Davison stated that he was not against the retail sales activity <br />as long as the cars are kept inside the building and no signs are <br />put up advertising the retail sales. <br />Mr. Hardy indicated that if he wanted a strictly retail operation, <br />this is not the location that he would have chosen. <br />Page -5- <br />
