MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />DECEMBER 20, 2006 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 20th day of <br />December, 2006 in the Council Chambers of the City Center located at <br />515 Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Mr. Rick Montour <br />Council Member Ms. Barbara Allan <br />Council Member Mr. Jolur Keis <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Clerk Ms. Kathy Glanzer <br />CITY The Mayor noted that the purpose of tonight's workshop meeting is to <br />ADMINIS- conduct the performance evaluation of the City Administrator. The <br />TRATOR'S Mayor began by rating the Administrator as an "E-Exceeds Expectations" <br />PERFORMANCE for Organizational Management. He noted that the Administrator is well- <br />EVALUATION organized and reports and presentations are well researched and thorough. <br /> He indicated that the Administrator has an eye for talent and hires well <br /> qualified people. Joel is rated very highly by fellow employees. Allan <br /> rated the Administrator at "E" indicating that he has an intuitive talent of <br /> choosing just the right employee for thejob. These selections for several <br /> different positions have been excellent. Allan felt the Administrator <br /> excelled at assessing employees' potential and developing/motivating staff <br /> members. Keis rated this area at "F," and stated that the Administrator <br /> appears well organized. Keis indicated that he appreciated the updated <br /> task lists that are sent out. Montour gave the Adminish~ator an "E" rating <br /> indicating that he has excelled in many of the performance standards <br /> listed. Montour noted that the staff is well trained and motivated in ways <br /> to get high performance levels. Montour commended the Administrator <br /> on his development of internal candidates for supervisory positions. <br />The next area was Fiscal/Business Management. Allan rated the <br />Administrator at "E", indicating that he exceeds performance standards. <br />Allan felt the City was exceptionally lucky to have such a conscientious <br />and penurious City Adminishator. Keis provided an "E" rating indicating <br />that the Administrator is fiscally responsible. This has been shown in <br />holding the budget down and the Administrator's understanding of all <br />aspects of the budget and the recommendations he has made. Montour <br />
