MINUTES <br />CITY COUNCIL <br />DECEMBER 20, 2006 <br />provided an "E" rating noting that once again the City has been able to <br />maintain a manageable budget and tax base. The Administrator has been <br />able to clearly identify areas where resources can be reallocated in order to <br />get the results needed. Montour noted that one of the Administrator's <br />strong suits is the direction of staff to accomplish the financial goals of the <br />City. Montour suggested that an earlier budget cycle be considered in <br />order to ask for additional public input. He commended the Administrator <br />on his development of staff and the increased responsibility of the Finance <br />Director which allows the Administrator to focus on other duties and <br />responsibilities. Blesener provided an "E" rating and noted that budgets <br />are well organized with a conservative philosophy. Expenditures need to <br />be justified. Blesener suggested a quarterly report on budget status. He <br />commended the Administrator for the number of ways to combine services <br />with other cities to reduce costs. The Administrator indicated that he <br />would discuss a budget update process with the Finance Director. <br />The next area rated was Relationship with Mayor/Council. Keis rated this <br />area as an "E" and uidicated that the Administrator has always been <br />willing to help and answer questions. He noted that the Administrator has <br />timely communications and is always available. Montour provided an "E" <br />rating and indicated that information provided to him was clear and <br />concise as well as thoroughly researched. He noted that the Administrator <br />is not disgusted or intimidated if there is a request for additional research <br />and information. Montour suggested a system of follow up that would <br />focus on the goal planning sossion. He noted that the focus tends to be <br />more at the beginning of the year, suggesting that this may be the result of <br />the fluid nature of City business. Blesener provided an "E" rating stating <br />that the Administrator's communications with the Mayor and Council are <br />on an even basis, thorough, well written, and researched. The <br />Administrator keeps the Council up-to-date on all important issues. <br />Blesener indicated that the Administrator treats and interacts with the <br />Mayor and Council on an equal basis. Allan provided an "E" rating <br />commenting that the Administrator meets and exceeds performance <br />standards in this category. Allan stated that the Administrator has <br />mentored her through her Council term. As a result, Allan indicated that <br />she has felt confident that she is well informed on all issues. <br />The next area was Long Range Planning. Montour rated this area at an <br />"M -Meets Expectations" stating that for the most part the Administrator <br />and staff do a great job with short term planning and developing actions <br />plans to attain goals. He felt the City needed to consider long term <br />planning. Montour aclrnowledged that the lack of long tens planning may <br />be the result of time management and issue resolution by the <br />Administrator and staff. Montour felt that the goal planning sessions were <br />of great benefit, but felt goals lost their luster after a few months. <br />Blesener provided an "M+" rating noting that Little Canada is a fully <br />
