MINUTES <br />CITY COUNCIL <br />DECEMBER 20, 2006 <br />The next area is Intergovenunent Relations. Allan provided an "E" rating <br />commenting the Administrator in this area. She noted that representatives <br />from the League, State Legislature, Ramsey County agencies, and the <br />Watershed have all told her how fortunate Little Curada is to have such an <br />unusually well informed, diverse, and cooperative City Administrator. <br />Keis provided the Administrator an "M" rating in this area. Montour <br />provided an "E" rating to the Administrator commenting that he is highly <br />considered among his peers in other governmental jurisdictions. Blesener <br />rated the Administrator at "M+" pointing out that he is involved and well <br />respected by his peers on a number of intergovernmental boards such as <br />LMC, LMC 4M Fund, and RCLLG. Blesener reported that a neighboring <br />outgoing mayor praised the Administrator for his work on RCLLG. <br />The next area rated was Professional/Personal Development. Keis rated <br />this area at "M" indicating that the Administrator should take advantage of <br />national conferences and other continuing education opportunities. <br />Montour rated this area at "E" stated that the Administrator excels in this <br />area and is continually looking to develop his staff and provide challenges <br />for them to make the job more exciting. He noted that the Council has <br />seen staff people grow in their positions with the Administrator's <br />assistance. Montour stated that the Administrator is a great leader by <br />example. Blesener rated this area at "M" commenting that employees are <br />encouraged to keep up their skills in their related fields. Allan provided an <br />"E" rating commenting that during her Council term the Administrator has <br />always volunteered to sit on several community-based committees in <br />addition to serving on City committees, thereby keeping himself and Little <br />Canada well informed and ahead of the curve. Allan stated that the <br />Administrator fosters a positive work environment through his leadership <br />style. His enthusiasm for helping others with their duties is to be admired. <br />The Council each gave the City Administrator an overall rating of "E". <br />The Mayor indicated that the City Administrator does an outstanding job, <br />organizes his time well, and gets a lot done with a small staff. The <br />Council Members agreed, and they collectively commended the <br />Administrator for the accomplishments that the City made over the past <br />year. <br />The Administrator thanked the Mayor and Council for their comments and <br />confidence. The Administrator felt that the Council and Staff function <br />well together and pointed out that other cities have noticed and <br />commented on this good working relationship. The Administrator felt the <br />provided an atmosphere where work can proceed. <br />The Council then reviewed the Administrator's compensation for 2007, <br />informing him that his salary would increase by 4.5%.
