MINUTES <br />CITY COUNCIL <br />DECEMBER 20, 2006 <br />developed community with long range plaiming consisting mainly of <br />redevelopment, which the Administrator had a good handle on. Blesener <br />felt the Administrator was very pro-active in noticing the opportunity to <br />relocate Viking Drive when McDonalds' decided to rebuild. Allan <br />provided an "E" rating indicated that the Administrator keeps the Council <br />well informed on current events in the State, County, and surrounding <br />cities. She noted that although the City does not have a specific long- <br />rangeplan, the Administrator is constantly aware of the vision we all have <br />for Little Canada and pursues opportunities when they arise that will help <br />the City realize its goals. Keis provided an "M" rating pointing out that <br />the city usually plans one year out and that works well. Keis questioned <br />whether the City should put together a three year plan, asking whether the <br />Comprehensive Plan covered the long-term planning aspect. The Council <br />discussed the Comprehensive Plan and the pending update of that <br />document, agreeing that the update will trigger some long-range planning. <br />The Council also noted that the City's redevelopment efforts do constitute <br />long-range planning, with Blesener noting that a lot happens when <br />opportunities arise, for example, the Viking Drive realignment. The City <br />Administrator felt that the City's goal setting was more than short-term <br />planning, pointing out the City's redevelopment goals which are long-term <br />commitments. IIe also noted that the City's Infrastructure CIP Plan is a <br />long-range plan. Additionally, trail projects and the Public Works Garage <br />project are long-range plans. The Administrator noted that Little Canada <br />does not do the visioning that some other cities do. Blesener noted that <br />any visioning plans that might be developed by one Council could be <br />replaced by another Council. The Administrator also pointed out the <br />water main projects that the City has undertaken resulting in most areas of <br />the City now being served by City water. <br />The next area rated was Relationship with Public/Public Relations. <br />Blesener rated this area at "E" noting that the Administrator stresses <br />consistency and fairness between the staff as well as the general public. <br />Blesener noted that staff was viewed very positively by the public in a <br />recent conunwrity survey. Allan rated this area at "E" commenting that <br />the Administrator's leadership style and easygoing manner with the public <br />is an inspiration to those around him. The Administrator fosters <br />sensitivity in the City staff; and, as a result, our city Government is <br />warmly received by our citizens. Keis rated this area at "E" commenting <br />that the Administrator deals with the public very well, even when issues <br />are tough. Montour provided an "E" rating commenting that the <br />Administrator has worked with staff acrd has developed many <br />communication tools that really present our City in great fashion. He has <br />show by example how he wishes staff to treat the public with issues that <br />are serious in nature, an example being the Valor Enterprise issue. <br />
