Carley & Assoc., Inc.
500 W. Highway 96
St. Paul, MN 55112
RE: Little Canada Improvement Project 86 -4
My File No. 8366A
Dear Mr. Beise:
TELEPHONE
(612) 298-0881
This letter is to confirm my recent discussion with you concerning the improvement the
city will be making involving the rear portion of property owned by St. Johns of Little
Canada. It is my understanding that that work has commenced pursuant to our agreement
and this letter is to simply verify what the position is of St. Johns.
We are requesting that during the period of construction in that area, that access to
St. Johns property be effectively curtailed. As we discussed, the church is concerned
that traffic down on Savage Lane will use the baseball field to obtain access to Little
Canada Road.
Additionally, we are requesting, fair compensation to the church for the taking of that
land and using it as a turnaround. Finally, in our discussions I believe it.was agreed
upon that one of the best ways to stop future traffic, from using the turnaround as a
through way to Little Canada Road would be for the city to provide guard rails. We
are contemplating the type of guard rail which would be immovable, would prohibit
vehicular traffic, but would permit pedestrians to cross it if necessary. I would
appreciate being kept informed as to the progress of events in this particular turnaround
area and I would like to be apprised of any contemplated fencing and /or guard rails
that will he implemented in this area prior to their installation.
I would appreciate your reviewing this matter with the appropriate parties at the City
Hall for Little Canada and advising me within the next two weeks as to whether or
not there is general agreement to this letter. I believe that all of the items involved
can be sucessfully resolved, but 1 would appreciate some indication from the city as to
their concurrence. Continued work on this turnaround area is conditioned upon having
items in this letter agreed upon as soon as possible.
Very
ruly yours,
Slt-ILfin
James E.
