In October, we indicated we would study the matter and respond at a later date. The study took longer than anticipated, but it is now complete. We thank you for your patience. Our Landscape Section reviewed the site and developed a landscape concept plan for the area. A copy is attached for your information. The estimated cost of implementing this concept is $40,000. The petitioners recognized, and we must reiterate. that this landscape concept will provide no noise mitigation for homes along Twin Lake Trail. Recalling earlier inquiries concerning noise barriers in this vicinity - circa 1984, we did investigate the possibility of including a mound as part of implementing the landscaping concept. This variable height mound would increase the estimate cost to approximately $250,000. Our noise expert indicates that this mound would only result in a marginal decrease in noise impacts to the homes along Twin Lake Trail, and no decrease to older homes in the area due to their elevation. As we indicated in our letter of July 25, 1984, we would not be able to participate in the cost of constructing such a mound, nor the landscape concept.
